Your household must be identified as poor in the National Household Targeting System for Poverty Reduction (NHTS-PR) database maintained by DSWD.
Income Below Poverty Threshold
Household income must fall below the official poverty threshold set by the Philippine Statistics Authority. This varies by region and family size.
Children Aged 0–18
The household must have at least one child aged 0–18, or a pregnant or lactating mother at the time of assessment.
Willing to Comply with Co-Responsibilities
The family must agree to send children to school (85% attendance), attend health visits, and join monthly Family Development Sessions (FDS).
Not a Government Employee or Elected Official
Households where any member is a government employee, elected official, or receiving other DSWD assistance programs may be disqualified.
Co-Responsibilities (What You Must Do to Keep the Grant)
4Ps is a conditional cash transfer — meaning you must comply with the following to continue receiving benefits:
School Attendance
Children aged 3–18 must maintain at least 85% attendance. Children aged 3–5 in day care, 6–14 in elementary, 15–18 in secondary.
Health Check-ups & Vaccinations
Children 0–5 must have regular check-ups and complete childhood vaccines. Pregnant and lactating mothers must attend pre/post-natal visits.
Family Development Sessions (FDS)
The household grantee (usually the mother) must attend monthly FDS at the local DSWD office or designated venue.
Registration & Updates
Notify DSWD of any changes in household composition, income, or residency. Failure to update can affect grant payments.
