PWD Benefits & Privileges in the Philippines 2026
Persons with Disabilities (PWDs) in the Philippines are granted extensive privileges under the Magna Carta for Disabled Persons (RA 7277) and its amendments (RA 10754). This 2026 guide covers the discounts, subsidies, and how to apply for your ID.
Key PWD Benefits
20% Discount & VAT Exemption
On medicines, medical/dental services, transportation (air, sea, land), hotels, restaurants, and recreational centers.
5% Special Discount on Groceries
A 5% discount on basic necessities and prime commodities (groceries), capped at ₱1,300 worth of purchases per week.
₱500 Monthly Pension (Indigents)
Indigent PWDs are entitled to a ₱500 monthly stipend from the DSWD to assist with living and medical expenses.
Mandatory PhilHealth
All PWDs are automatically covered by PhilHealth. Premiums for indigents are paid by the National Government.

Who is eligible for a PWD ID?
The DOH classifies disabilities into the following categories:

How to Apply for a PWD ID
- Get a Medical Certificate: Obtain a certificate confirming your disability from your attending physician or a public health doctor.
- Prepare Documents: Gather 2pcs 1x1 ID pictures, a valid government ID or Barangay Certificate, and your blood type information.
- Go to PDAO or MSWDO: Visit the Persons with Disability Affairs Office (PDAO) or City/Municipal Social Welfare and Development Office in your local government unit.
- Fill out the form: Complete the DOH-issued PWD Registration Form and submit your documents. Registration is generally free of charge.
