Persons with Disabilities (PWDs) in the Philippines are granted extensive privileges under the Magna Carta for Disabled Persons (RA 7277) and its amendments (RA 10754). This 2026 guide covers the discounts, subsidies, and how to apply for your ID.
Key PWD Benefits
20% Discount & VAT Exemption

Who is eligible for a PWD ID?
The DOH classifies disabilities into the following categories:

- Go to PDAO or MSWDO: Visit the Persons with Disability Affairs Office (PDAO) or City/Municipal Social Welfare and Development Office in your local government unit.
- Fill out the form: Complete the DOH-issued PWD Registration Form and submit your documents. Registration is generally free of charge.
